Because, XBMC expects to be able to connect to a computer with a tuner card of some sort, which is running some software (called a backend) that allows recording/viewing live tv from the tuner.
Live TV in XBMC does NOT mean some dodgy streaming plugin that may or may not allow you to watch TV without paying for it.
