I was going to test with the stock cooler..... to see if I could get it to be silent. But you know what.... I own a Scythe already.... So from the start I want to start right and stop messing with opening the case so I'm buying this for my new build http://www.newegg.com/Product/Product.aspx?Item=N82E16835185174
I know for sure this Scythe is silent because it can be brought down to 500 rmp

Okay after such enthusiastic endorsement from eskro I went ahead and order a shuriken 2.....will let you guys know how it goes
I'm not sure why but I start imagining what it's like if eskro becomes a car salesman ....

I think I ended up very close to the components you'd for your new build (I called it eskro/beer influence....)
Case: Antec ISK 100 (reusing old case, will see how tight it fits)
APU: AMD A6-3500
Mobo: ASRock A75M-ITX
Memory: 2G Corsair XMS 1600 (have some lying around)
SSD: Patriot Torqx 2 32GB
CPU Cooler: Scythe BIG Shuriken 2
will be running openelec.
