Is there a way to watch a locally connected USB camera or webcams in XBMC? Would tis be a plugin worth building?

I don't think XBMC has support for this but you could certainly use 3rd party software to stream your webcams locally and then point XBMC at the stream.

Just stream the live feed with vlc.
