Since the site that normally hosts CrystalUbuntu is down, does anyone have a copy of the installer.img.gz file?

Without the servers, that file alone will not give you a complete Crystalbuntu installation.

What, does it phone home at some point? I looked at the script and it just wget's the installer gzip.

...and the installer pulls a ton of other stuff from those servers in additional steps.
