On this page - http://wiki.xbmc.org/index.php?title=XBMC_v13_(Gotham)_changelog#GUI_Engine_.28Skinning_Engine.29 it says gotham now has "Added support for customizable menu structure for home and beyond".

Is this something a user can access? I love the idea of being able to adjust the menu structure beyond just the home menu.

It's under "1.3 GUI Engine (Skinning Engine)". It's for skin developers

It allows skinners some more flexible options when letting the user create custom home items. The default skin, Confluence, does not currently take advantage of this.
