Because the structure to access that menu was to press left or right at the sides of the screen, but because the standard view is 3D list in library, left or right will scroll unlimited as a loop, so you never get the screen of the view settings. By the way, don't you think its a bit weird way to open up that screen? I would say opening it with for example the black or white screen sounds more logic to me, but maybe that's just me .No offence, just my point of view.
