A quick question I hope someone can answer / point me in the right direction

Can a web interface access and change the settings of

a) add-on settings - change settings of an individual add-on?
and i know it is prob not the place to ask but
b) openelec settings - wifi connection?

I doubt it, it would need to know your I.P. and port and any login details you have set, why do you ask?

Sorry perhaps i explained it badly
I don't know anything about how web interface / JSON-RPC? works so perhaps i am asking it in a confusing manner

Using the web interface to your local (headless) machine, is it possible to change those things?
say for example - let you enter the usename / password in the settings of an addon you had installed?

In answer to your question - no idea, sorry.
Have you considered using a vnc addon?
