I am actually running 9.04.1 as it turns out, I forgot I'd upgraded on this PC :-) Indeed, I had to copy the plugin to \AppData\Roaming\XBMC\plugins\programs inside my user profile, which is not a suggestion I had seen anywhere else (although I do have a vague memory of having to do something similar on my mac). Worked first go after that. If I install youtube or quicktime (or even a skin) I see three textlines (linux text interface) and xbmc restarts?
