I am not able to install the Background in 17 using the Maintenance Tool.

That is a 3rd party maintenance tool. Kodi officially does not have one and generally one is not needed.
The only tool that calls itself "The" maintainence tool comes from a repository that is not supported here and it is not recommended.

Yes, but it is not called "mainteinance tool"... there is a "maintainance tool" associated with pirated addons/repo...
