Is Geforce GTX 1030 with 2GB memory enough to playback 4K HDR videos on a Oled screen?

I think the answer is - yes - but only if you don't want a lot of post-processing in MadVR or similar?

If you are using Windows, you have to play this content alone with an external player such as Media Player Classic. If that doesn't bother you, then yes it will work.

Yes, that bothers me :-) I want to have Kodi play the content. Is a 1060/1050 a better option? RX 550 maybe?

Those cards are only a better option if you planning to use madVR to play all of your content. The problem is only madVR supports HDR passthrough on Windows because it is using APIs provided by Nvidia and AMD. Maybe in the future Kodi will add support for the manual Windows HDR switch.
