the issue is similar to this post in these forums, but if it's a port issue then I'm not sure what to do on an Android device.

No it is not the port but you need the IP of your NextPVR server. Your logs show you using http://127.0.0.1 which can't be the case on Android.

You need to use the actual IP of the Windows PC where you installed and configured NextPVR. Here is some help https://duckduckgo.com/html?q=find+windows+10+ip&t=lmddgtfy&kae=-1
Note you may need to also figure out how to make sure that PC as a static or router assigned IP
