Would the Zacate-E350 (2x1.6Ghz) + HD6310 build be able to handle 720P xvid, which I'm guessing wouldn't be able to utilise GPU?
If so I think I found my first custom build.

Thanks. I'm coming from an ATV2 which can handle x264 fine on its GPU but the CPU has to do the xvids which, well, it can't really if they are above SD.
Time to order these come payday then

One more question - my television refuses to pass through DTS and DD bitstreams from the hdmi to my amp via optical. Will this setup also allow me to go straight into my amp via coax or optical digital directly from the mobo?

The only concern I have is playback of ripped 5GB Blu-ray movies (mkv format at 1080p through a projector) while streaming from a unRAID media server (wired Ethernet). Would this little system be able to handle this or should I recommend him to get another GPU?

Will this setup also allow me to go straight into my amp via coax or optical digital directly from the mobo?i know this for fact, some hdtv output only stereo through optical from external source. if you watch over the air content with dts, it'll passthrough dts but "not" external source such as bd files, recorded show, etc on your htpc.
if your motherboard included optical or coax output, you still can connect hdmi from htpc to htdv, but connect optical from htpc to a/v receiver directly. you'll need to unchecked dts support in xbmc audio output. you'll get decoded lpcm from xbmc to a/v receiver!
