HD is >= 1080p

If you watch 1080p movie on 1080p screen it needs to be scaled ~ 0% therefore the HQ scaling algorithms are not available for choosing while playing a movie.
If you watch <= 720p on a 1080p screen it needs to be scaled ~ 33.3 %

(1920-1280) / 1920 = 33.3 %
(1080-720) / 1080 = 33.3 %

which is larger than the 20% and you can select Lanczos3 Optimized, cause it is available.

x264 is a codec - it has nothing to do with the dimensions.
First decide what functions / features you expect from a system. Then decide for the hardware. Don't waste your money on crap.

If i would have Jarvis on my System , how would the settings for the beamer need to be than ?

Would I then need to go back with the xrandr --output HDMI1 --set "Broadcast RGB" "Full" ?
ANy other options ?

Jarvis does not have the VAAPI EGL code. So you will have Banding. Jarvis will be fully inferior on all intel rigs.
First decide what functions / features you expect from a system. Then decide for the hardware. Don't waste your money on crap.
