I have Intel core quad cpu, with 4GB ram, and GTX960 Vga.
Install openelec 6.95
When I watch videos, screen is tearing.
I see here solution for Linux, but what can I do with openelec?

Nobody can help you without a Debug Log

First decide what functions / features you expect from a system. Then decide for the hardware. Don't waste your money on crap.
