Just looked at the sample nfo file you posted and notice it is not fully Kodi compatible.
The UniqueID's are wrong so I guess you have a wrong setting in Ember as I was under the assumption the software created correct ID's.
This is what the correct ID's should look like and may be the cause of your scanning problem...

Ratings and Votes are using an obsolete method. They should look like this...
