How to create addon from m3u?

I have m3u file which contains a lot of online tv programs. I want to make an addon which will have chanell list and also logos for all the chanells.

Can this be done by n00b?? sorry for my english

That would be nice. I always wanted to put logos to my m3u/pls file with radio stations.
