I think the best bet would be to download it to your PC and then copy it across to your iPad using WinSCP.

Grab something like iCab that can manage file downloads (a replacement browser that is pretty nice and even lets you do file upload). Then use iFile to move the zip file to a place that is easy to find. That's what I've been doing (that, plus AppLinks)
