I wanted to know how can i control the Icon view - case open delay ?

the only way to do this is by modding the skin.
in Includes_Animations.xml, you need to increase the delay="500" value of all the Music-Icons-CaseAnimation* and Video-Icons-CaseAnimation* rotatey animations.
