I have an emachines with an AMD Athlon LE-1660 2.8 GHz. If I add a GT 520 so I have HDMI would that be good enough to run eden? Would I be able to use the more intensive skins? And finally, would you leave windows 7 on it or use the new XMBCbuntu? Thanks!

Performance of your CPu is Atom-like. So, it will work, but don't expect to use easily intensive skins.
