H.264 is superior as I said and for 480P it should not impact performance. You could transcode a file using Handbrake and Xvid and compare.

I would recommend MediaCoder.
It has a nice wizzard. And if you are lucky you can use your videocard.
Stick to x.264 and MP4 container. Besides quality this will also ensure playback on future devices and other OSes.
I prefer variable bitrates for reducing file size and two pass. AC3 or ACC
I suggest getting a program like Gspot to check all the settings of the original file and not to deviate too much.
By that i mean if the source is Interlaced stick with it. Otherwise Hybrid forms like telecined are best.
Same goes for framerate, leave it (unless it is 59.94fps, then google it).
