Odd Video Issue

I'm having a unique issue.

when playing a certain MKV file I get visual tearing 2/3 the way down the screen on my TV. The monitor is mirrored and doesn't have the tearing that the TV does.

When I play the same file in VLC it doesn't have the same tearing.

TV via HDMI
Monitor via VGA.

What frequency is the movie? Have you enabled adjust refresh rate to match video? If so, is support for that frequency enabled in your video driver settings?

We'd need more info on your settings, graphics card, etc to help further.

Movie is 23.97. Others that are the same have played fine.
Refresh rate is not set to match video.
