update home menu pictures and weather widgets

Can we customize the home menu pictures or are they set with the skin?

Also a suggestion would be to have weather widgets on the home screen? Currently I have to go into the weather menu to see the next couple of days weather forecast. Would be nice to have it on the bottom of the weather home menu.

You can change the background in Settings > Metropolis > Home Artwork. Weather widgets, that's certainly a possibility.
