is it possible to use XBMC on an IPAD3 without a jailbreak?

No. To install on any iOS device, it must be jailbroken first

The new iPad will be jailbroken within a few weeks according to pod2g. I also have retina iPad and can't wait to install xbmc on it and be able to use camera connection kit to store videos on micro-sd Big Grin
