Looking for a low profile video card for my Dell Vostro 220s that will allow me to use audio passthrough for DTSMA and DDHD in Windows 7. Having the ability to watch 3D movies in the future would be nice, but not a requirement. I will not be doing any gaming on this machine either.

It is not the cheapest (and not passive) but very quiet and is known to be one of the best for XBMC (especially if your on Linux) and ticks the other boxes, HD audio:
GT430
I personally have the Asus ENGT430. You can get a passive gt430 but its a full height card.
Alternatively the GT520 you be had as a low profile and passive. But is not recommended for Live TV due to interlacing issues.

For Windows maybe a AMD 6450 as well. I have a fanless one and it works great in that OS.
EDIT: Just a minute behind.
