I can't seem to download this skin or any others right now.

I've tried on two different computers running XBMC

It will sit at 0% or sometimes it will download but won't complete and if I try to switch from Confluence to Aeon Nox it will say I'm missing files.

Any ideas?

I've tried on two different computers running XBMC

The download will sit at 0% or sometimes the skin will download but not completely, and if I try to switch from Confluence to that skin, it will say that files are missing.

I am using both Windows 7 and 8

I've had skins on both computers before, so I don't know what's going on.

Reviewing your debug log (wiki) after attempting to install a skin may tell you why the process isn't completing.

My guess db is stuck. Remove Addons15.db and restart

Also, I don't know where to find Addons15.db. Tried the search command but it never came up, so if you could explain that would be great.

I installed XBMC fresh on both machines so It's odd how this is happening on both at the same time.
