These two Dell CPUs exceed 90% efficiency in some wattage range. They are rated 80plus Gold. Both can be bought for less than $30 shipped on Ebay.

Here is a comparison of a 255 watt Dell 80plus Bronze power supply (not the same as the above two) and it is noticeably more efficient than the Pico Psu and Seasonic SS-350ET. I also saw some other Kill-a-watt comparisons between some low wattage 80Plus Bronze Dell powersupplies and the Pico Psus, and the Dells are noticeably more efficient than the Picos. If the Dell 80Plus Bronze Psus perform better than the PicoPsu, imagine these 80Plus Gold.
