I keep getting the error "Socket Timeout" "Make sure xbmc webserver is enabled and xbmc is running" I have the correct IP/Port number. Named the device. Username is xbmc. And in xbmc I checked both Network>Settings "Allow control of XBMC via HTTP" and "Allow programs on this system to control XBMC" and "Allow programs on other systems to control XBMC" what am I missing?

if you are running a recent nightly, the explanation is that the http api has been removed.
The official andriod remote needs to be changed to use json.
Alternative: yatse, which does already work

Without os information hard to help
For the test you should just open an navigator on your phone and browse to
http://ip:port and see if you have the Xbmc webinterface showing or not
