Remote Turn On Possible with Flirc?

I have a Flirc on the way to use with my DirecTV remote and was wondering if remote on/off is possible? I'm assuming no? I'll be using Windows 8.

I could be wrong, but I think it might be more of a hardware issue in regards to your MOBO allowing it.
