@illiac4 you misunderstood. The URL you should be trying to access is http://ip:9981/imagecache/3
3 is the ID for that particular image within the imagecache system. The meta files contain (for each ID) information about the URL and fetching status. The data files contain the cached image files. However for file:/// URLs there is no need to cache them (by their very definition they're already local) so there will be no entry in the data folder (and also the meta file will only contain the URL, as you can see).
