Win Buffering and stuttering

I am having major issues with watching Live TV through the nextpvr addon. I get my TV from an HDHomeRun Prime tuner. I have a Windows 7 Pro VM that is running the NextPVR server. I am running XBMC Frodo on the frontend using the NextPVR addon. I can watch about 3-5 minutes of a show and it works just fine. Then it quickly runs into issues with stuttering (to an unwatchable point) and some buffering. From there it just stutters, then goes really fast to try to catch up (and skips some stuff in the process) and then it fails and tries again.

Windows 7 Pro 64 bit.
VGA plugged straight into TV.
3.5mm audio cable from onboard speaker port to inbound on TV directly.
Mobo: Asus e35m1-i with AMD Radeon HD 6310 graphics.
XBMC: 12.0 git version compiled 1/28/13

So far I have tried setting my audio settings to have an output of analog 2.0 with DirectSound. I have turned the render method in video settings to software. I have turned off DXVA2 hardware acceleration. I have disabled Sync playback to display. In system video output I have turned on true fullscreen instead of fullscreen window. This was a fresh build as well so there should be no settings or anything left over.

To make matters more confusing; I have first tried the HDHomeRun QuickTV program, and while I can see the shows beautifully, I have no audio through there. I tried to test this computer in WMC, but it won't find my tuners. I have also downloaded NextPVR to this computer to test out the stream there, however, anytime I try to play anything, I just get a black screen and no audio.

So close to having this HTPC in perfect shape for me. Thanks in advance for the help.

Dang. Just realized that my debug.log got cut off when I posted it. I will have to try that again tonight. I attempted to play a live stream and that was my log from that.

Ok a little more info. I just figured out how to test this from VLC and it appears that this is actually an NPVR server issue. I get the same sort of stuttering and buffering in VLC. Just as an FYI I used http://npvrserverip:8866/live?channel=xx to test it in VLC. Might this be an error with the decoder npvr is using?

Does it work with NPVR software? Meaning outside of XBMC.

No it doesn't. As I mentioned, I only get a black screen and no audio when I try that. My last post was also talking about running it in VLC, outside of XBMC again. That also showed the same results as what I get in XBMC.
