Improving the skip-forward/skip-backward experience

I'm currently using XBMC as the front end to my Argus backend, which records FTA broadcasts. These recordings are MPEG2 format video in .ts (Transport Stream) containers. Currently, the skip-forward and skip-backward experience is not ideal, as there is a second or two of stuttering audio and video each time I skip.

I'm wondering if there is a container format and/or a codec that would improve the experience. I know there must be SOME way to improve it, as my DishNetwork DVR skips forward and backward nearly instantly, with no stuttering audio or video. Other than container and codec changes, is there some other option? Is it simply a matter of keeping more buffered data? Is there a setting somewhere I can change?
