That's typical behavior in the BIOS of all FM1 and FM2 boards I've tried -- though maybe not the Gigabyte GA-A75N-USB3. They all run the APU at full Turbo when in the BIOS. Then, when you enter a support ticket, they tell you it's getting to 70C in open air because you've installed the heatsink wrong. Yeah, not.
Once the OS is installed and the APU can idle, temps are still higher than Intel APUs, but fine. I've built many A10-5700 with the FM2 MSI mini-ITX board. It'll cranks itself up in the BIOS while you are trying to change settings and then once Windows in installed, calms way down and temps are just fine.

Do you have a preferred brand of FM2 A85 board ?
