$LOCALIZE in addon skins

I've recently been told that using 3000 range language codes in my addon is BAD.

As this is the only range that has worked for me in the past for putting localized strings in a skin, I need to know how to do it with the 32000 range ids.

I've tried $LOCALIZE[32001] as shown in the wiki.
I've tried $LOCALIZE[SCRIPT32001] to match what currently works for me with the 3000 range - also no go.

Any help would be appreciated.

$ADDON[script.metadata.actors 32001] if i understood correctly.
