It doesn't seem like there is anyway from the UI to make a smart playlist that uses tags. I want to create some smart playlists for my psuedotv setup.

For movies, yes. For TV shows and music videos, it accidentally got left out of v12, so you would need to use a recent monthly (wiki) or nightly (wiki) build of v13 for that feature.
