WiFi will not connect on first boot

Due to my current setup, I do not leave my RPi on all of the time. When I boot it for the first time each day, wifi will not connect the first time. I ALWAYS have to cycle the power once.

On the second boot, it will connect with no issue at all.

I have checked via SSH and ethernet cable on the first boot and wlan0 exists and has the correct driver.

I am using OpenELEC.

WiFi dongle is plugged in directly. It is Netgear G54/n150
Router is Netgear WNDR3700
Power adapter is 5v 2.1amp (4.9v across TP1 and TP2)

So where do they diverge?

Is it a power issue? What else do you have plugged into USB?

I don't think power is an issue. I have a 5v 2.1amp adapter and it doesn't matter whether or not anything is plugged in to the usb.

I have figured that if I reboot within about 30 minutes, I will get a connection, but if it has been off for more than 30 minutes, it will not.

So I tried an experiment. I plugged in my wifi dongle into my PC and waited for the blue LED to flash, then plugged it into my RPi. It connected to WiFi on the first try this time.

Anyone have any ideas on how to get it to work on the first try without having to plug the dongle into the PC each time?
