Kylejc86, it sounds like the same issue I've got with 24fps and 50fps media (blu-ray rips and live tv)
Ouya/Android appears to be hard set at 60hz, so my tv never runs at the same speed as the media playing, unlike my full sized HTPC using XBMC which changes the fps based on the media thats playing and gives smooth playback.
Very similar to what I used to see when an older graphics card in the HTPC wasn't capable of running at 24fps.
I know a lot of people say Hz and fps aren't the same, but when I play a 24fps file, my tv displays the set working at 24Hz in the info panel, so it seems pretty similar to me.
