Right in the middle of an installation, I noticed that the addons stopped loading…

Addons from other repositories installed fine.

I tried a different Apple TV and experienced the same issue.

Can others confirm?

Openelec installs run into what sounds like similar issue? Search their forums and see if its similar;
This drove me nuts for entire day during holiday...try going to the xbmc.org repo and right click(context menu) and selecting FORCE REFRESH?
That fixed my openelec install.
