If you spend under 150 then be prepared for the experience to reflect that. XBMC will run, but it won't be snappy and I'm not positive how it will handle a much larger library.
Personally, I'd read the stickies and build one of those pcs for 220-280. That's your best bet.

OUYA $99 - no remote, comes with a controller though, and you'll have to mess with it, side load xbmc/xmbc ports/etc

Pi - Already covered

Intel NUC - you can get a celeron one for cheaper than the i3 listed, or the new bay trail one seems to be shipping. They are all barebones, so you'll need to buy RAM, and either a hdd/mSATA drive, or use a fast flash drive and something like OpenELEC. Still more than $100 ($200 is more accurate i'd say) but at least it's just a tiny PC with options, as opposed to some of the other android based options, etc.

You can probably still find a lenovo Q190, but thats an entire PC, ready to go (includes ram/hdd/etc) and at least $300 i think.

You can use the celeron/mb combo here, and just build it into a case you like, add as much or as little, etc and be done. I think a NUC is cleaner though

I bought a Ouya, for $99.00 to try, and it works great, and streams as well as my AMD-A10 5800K HTPC. The remote takes getting used to, but still is more than adequate!

Looks like the same thing as the MiniX Neo 7. If you don't mind learning how to flash it with a better firmware (the ones these boxes come with seem to always suck) then it should be a good little box.

Perhaps the X7 mini (no external antenna , less NAND)

For something cheap and cheerful that will run smoothly (if you configure it correctly) and will play 1080p without missing a beat, you can't beat the Raspberry Pi. Got mine set up, with a fully functioning remote, wifi dongle, USB 3.0 stick (highly recommended for fast, smooth use) and high quality case for less than £50.

ATV520e works well. And apparently even better with the minimal Linux install.
Add an external drive, $25 wireless keyboard, (it does come with a remote) or use XBMC remote on your phone.
Stick to the Android OS, and you have Mail, Skype, browser, games etc.
WiFi, Ethernet, very small
