I know this is old, but in case someone has come to it looking for an answer.
If you are trying to share a folder from a user account OTHER than public, then you will first need to wrestle ownership of the folder from "Trusted Installer"
Until you take ownership of the folder or drive you will not be able to create a stable share, particularly from Win 7 up.
Do this at your own risk as you are messing with the core of your PC security - mess it up and your OS can be rendered useless.
Take ownership of a folder or drive by right clicking and selecting "Properties", then "Securities Tab" click "Advanced" click the "Owner Tab"

Click Edit, and then do one of the following:

To change the owner to a user or group that is not listed, click Other users and groups and, in Enter the object name to select (examples), type the name of the user or group, and then click OK.

To change the owner to a user or group that is listed, in the Change owner to box, click the new owner.

(Optional) To change the owner of all subcontainers and objects within the tree, select the Replace owner on subcontainers and objects check box.

Once you have ownership of the folder or drive you can then share it as you would have in an earlier version of windows.
