I wonder if there is any plug-in available for Russian TV?

If there isn't any, can someone please make one if possible?

yes, there are some:

- there are some russian channels for free via the various FilmOn addons
- there are a big list of russian channels from the paid NTV addon
- there is a dedicated russian repo in the 'Repositories Installer" called: Seppius RU addons
