Maybe you could post that debug log to xbmclogs.com. It would make it a lot easier for people to read it if they don't have to flip through multiple pages, plus it colour codes it.

What do you mean exactly when you say "lag"? Does the video play choppy? Is the audio out of sync?

I ask these questions because it may not necessarily be a problem for the FPS to appear slower than "normal" (for eg 29.970 FPS). It is possible to encode a video with a variable frame rate. Handbrake does this by default, as I remember.

A program like mediainfo will be able to check the properties of the video file and tell you if it is constant or variable frame rate.
HP Stream Mini w/Libreelec -> HDMI -> Toshiba 37"
Intel NUC8i3BEH w/Libreelec -> HDMI -> LG OLED55C3PUA -> S/PDIF -> Sony HT-CT80
Dell Optiplex 7050 Micro w/Libreelec -> HDMI -> Yamaha RX-V467 -> HDMI -> Toshiba 47L7200U

I'm sorry I do not speak English, use Google translator.
In these test files do not have a variable fps. When FPS sags, the video play choppy, strobing. On any other players with lav codecs it's ok.
