I've been seeing those 100-150 dollar boxes that run full windows from aliexpress. It's too bad the shipping is around $20, but for a $120 box shipped that has a full intel processor, windows installed, and you could always switch to OpenElec? Not a bad purchase for the power.

Get a box with one of the new Celeron's with integrated Haswell graphics for good MPEG2 Live TV de-interlacing as well as perfect 24p playback.
Raspberry Pi running v14.0 Kodi does good MPEG2 Live Tv with de-interlacing also, which is what I use as a cheap TvHeadend client.

The Amazon Fire Tv has issues with deinterlacing.
