Scraper: "Use NFO" disables Libraries?

Running Gotham Beta 3, I noticed there is an option to force use of the .NFO files I have along with my media, instead of re-scraping. I'm not sure when this option came about, I didn't remember it in v12, but I was excited by addition.

I've enabled this setting, and I have .NFO/Thumbs/Fanart/etc for all movies in my collection. It immediately scans them all in and appears to work great.

Just one problem, once I've done that, the "Movies" menu option no longer exists. I can access "Videos", just not "Movies" (there is no longer a "library" according to the Skin settings in Confluence).

Once I switch back to using a conventional (eg TMDB) scraper, the library is re-created and it works fine.

I've tried dozens of different times, rebooting, re-scraping, cleaning afterwards, etc. I've searched the forum as well, but the keywords appear to be very vague and I'm not finding any similar issues, although this has to be a common question, right?
