submenueditor v1.2c unofficial

- added: skin support
- added: v1.2b (without background)
- added: put your "skin.png" in background folder
- changed: french languagefile v2
- changed: all strings/labels are internally utf-8 now

we can discuss it here (or by pm/msn), i'll try to look if i can do something, maybe rockstarr who have more competence and his the "father" of submenueditor v1.2 core too.
