On latest Gotham.
Need to bring this up again because never found resolution.

iOS 7.1.1 Safari browser videos work flawless.
Youtube and Netlfix refuse to work, and have shown up like audio intermittently. Certain skins react different.

Has anyone found resolution to this issue?

reinstall the youtube app ... netflix will never work because it needs encryption ...

Yeah I've tried the suggested series of uninstalling and restarting/rebooting devices, on both iPad and iPhone and neither works still...
