Hello.

Right now i have both installed.

i have a Logitech Z5500 sound system with only center and left/right speakers, i dont think i need the HD audio for our ears

So the only think i not sure about is the video settings, are OS X or Windows better in terms of 24p playback and picture in general.

23,976 refresh rate is not possible on OSX because the OS and/or the video drivers don't allow it. (SwitchResX lets you come close on some setups, but see the next line!)
However this does not matter to you because the graphics chip on your mini doesn't even support it in hardware.

Windows makes it easier to output full RGB instead of video levels in case your display works better that way, but it shouldn't matter for a TV.
That's the only video-related difference that comes to mind, but others might have some things to add obviously.
