The order matters. When you start X it downloads the EDID from the TV. For that to happen the TV needs to be on.

I just checked, CEC powers up the TV, then the receiver.

But the computer is on first for CEC to tell the other bits to start right?
Just reboot your computer with the TV and the Amplifier on and see if anything is different.
