That is a drm flagged channel (copy once) by your provider, it wouldn't normally show up except you've
turned off the option to hide drm channels. Unfortunately that option doesn't magically make us able to decode them, it's just for setups where the channels are flagged drm but aren't actually protected. In your case they are protected and there's nothing we can do sorry

So even if I pay charter for the premium channels, WMC is the only client that has paid the DRM dollars and consequently has the right to decode the stream?
So my only real options are to use WMC based clients for my TVs (bypassing serverWMC)? ServerWMC to XBMC/pvr.wmc or MB3 wont do the job if I understand you correctly?

Only wmc can play copy protected channels.

Thanks for the clarification - this whole time (the last month) of trying to get this setup, I was under some false assumptions. Guess I'll be returning this card and giving up for now - saved me $250 though - thank you!

Meanwhile, back at the ranch . . .
I'm about to throw in the towel. I've been on the phone with Cox and dealt with their field ops guys more than I'd prefer, no real improvement. I've been thru 3x Motorola tuning adapters (I understand the concept but they're worthless), and TV is freezing/queuing to the point of being unwatchable.
And WMC is almost as bad as XBMC at this point.
Weird thing is, I can watch channel 797 (TCM HD) and it's almost flawless, but other channels are constantly freezing/pixelating.
Any fresh words of wisdom?

If wmc is also not performing, then there is no chance we will. Looking at the log I can't help thinking that the problem is with your tuners. If you have a spare drive though, you might try moving your recorded tv folder to it just as an experiment.

Trying it on a spare PC or laptop etc could also be worth it, just incase the one you are using has been hosed in some way. I did encounter a problem where no matter what I did, my TV performance was jerky and poor from the tuners, in WMC and ServerWMC/XBMC. I tried another PC which worked and confirmed that my aerial/tuners etc were fine. So i then ended up having to fully rebuild the PC and it then worked again

I don't have an option for porting to a different pc, but I will look at the BIOS and Win7 settings to see if there is any opportunity to improve performance there.
One of the baffling things about this is the inconsistency -- last night Spike and Discovery both played pretty dang smoothly.
But the whole Ceton InfiniTV4+Cox Tuning Adapter is a huge FAIL so I don't think those channels will ever come in.

Update . . .
It was a problem with the tuners. WMC was borderline unwatchable on some HD channels, and I kept wrestling with Cox techs who really didn't have a solution.
Per another forum, I tried a splitter-based solution -- coax from the wall to the splitter, then one output to the TA and the other to the Ceton tuner, with a separate USB connection. Live TV is now almost rock solid in WMC.
Now I'm watching in XBMC/Kodi and it's nearly flawless as well -- an occasional buffering delay, but nothing like it was.

Ok, three small words: check SATA cables.
It turns out I had a bad cable on the drive hosting the TV folder -- after swapping it out, everything is rock solid and clear as a bell. Even the 'busy tuner' and 'weak signal' messages have stopped, which I don't fully understand, but, yeah.

First off, set Debug_RemuxAllRecordings to false. I'm not sure why you turned it on, but its certainly not helping anything. Unless you have some other reason to keep it on?
I can't see what is causing the pause in the live stream, but there is something weird going on because for some reason it is taking roughly 30sec to transfer your recordings list from serverwmc to xbmc, and it looks like you have no recordings! I noticed that you have a watched recording folder set that doesn't seem to exist. So try deleting that folder (\\TV-PC\Recorded TV') from the watched list in wmc.
After doing these changes, see if the problem persists. If it does, post the log again after you have started a live stream.
