Other than running XBMC on a HTPC, the best option I've found is the OUYA.

I've run on Raspberry Pi, a quad core K-R42 (quad core RK3188) my Nexus 5 and Nexus 7, (as well as a HTPC setup, and a 'VBox' Android device which a local IPTV provider uses as their set top box) and the OUYA is the best of them all. It's a bit more complicated to install XBMC (have to side load it, but that's only slightly more complicated than doing the same thing on an ordinary Android device.)

I just saw today that there is a new $70 RK3288 device out ( https://www.youtube.com/watch?v=GqEdzghN99Q#t=160 ) It looks interesting, but it's new so who knows?
