XBMC Gotham Buffering Repeatedly

Using XBMC Gotham 13.2 with NextPVR 3.2.9, when I go into Live TV and pick any channel it displays for 3-4 seconds then buffers then plays again. It doesn't seem to matter which channel I pick. If I use NextPVR to show Live TV it seems to work fine.

XBMC version 13.2
NextPVR version 3.2.9
Windows 7 SP1 64-bit with all updates applied earlier today prior to additional testing
Intel Core i3-3225 3.3 Ghz
4GB RAM
Hauppauge WinTV-HVR-2250
Intel HD Graphics 4000 - driver version 9.17.10.2932
Realtek High Def Audion - driver version 6.0.1.6482

Sorry, should have mentioned that I'm getting my signal from a Mohu Leaf antenna so it's not a network buffering issue.

I side with this..

ERROR: ffmpeg[E78]: [mpeg2video] hardware accelerator failed to decode picture
ERROR: DXVA::CProcessorHD::Render - failed executing

Doesn't take a rocket scientist to see the issue.and then a question comes up with many of the Discontinuity errors. Try software decoding (if that's possible) not sure if a gfx card would be the salvation here but it certainly would go quite far in eliminating those errors. Use the keybaord 'o' command while watching a video to see where the bottle necks are. Might also be useful to have some CPU/GPU monitors running in the background.
